Social Services Division of Kaunas City Municipality AdministrationAccording to the Law on Local Self-Government, municipalities in Lithuania are responsible for providing social allowances, social services and other social support.
Social support is one of the key functions of municipality. Although it is mostly defined by national legislation, it is municipality’s decision how to organize provision of different social services. Social support can be divided into two parts: monetary support (allowances, compensations, etc.) and social services. There are approximately 100 NGO’s working in the field of social services in Kaunas.

Social Services Division of Kaunas City Municipality Administration in most cases is the first place to be address by community members facing social and/or welfare problems. In Kaunas, out of 350.555 inhabitants 78.374 are retired people and 33.523 are adults with a disability.

The Social Services Division administers the provision of services rendered by seven municipal enterprises, develops social service programmes, controls the activities of service providers and informs about available services. In 2009, Kaunas City’s Centre of Social Services provided assistance at home on average to 386 disabled and elderly persons, to 188 social risks families (to 413 children and 280 adults). Furthermore, it provided 628 general consultations, 1694 transportation services to 79 community members, 2422 times general hygiene and care services to 425 community members, 2516 medical services to 638 community members. Although Lithuania has retained a model of organised and municipality-centralized provision of social services, the development of mixed service market involving non-profit and for-profit service providers is encouraged.
